The Ministry of Development, Public Works and Administration (MDLPA) announced on 7 October 2026 an attestation session for energy auditors for buildings, grades I and II. This guide is the candidate's page: the dates, the registration steps, what applies to training and what the test looks like. The regulation itself, with the grades, the validity of the right to practise and the register of auditors, is covered in the guide on Order MDLPA 348/2026 and is not repeated here.
What are the dates of the session?
| Stage | Date | Basis | |---|---|---| | Announcement of the session | 7 October 2026 | MDLPA session page | | Opening of the registration portal | 23 October 2026, 9:30 | MDLPA announcement | | Last day of registration | 20 November 2026, 23:59 | MDLPA announcement | | Bibliography and syllabus | at least 30 calendar days before the exam | art. 22 para. (2) | | List of admitted candidates, location and time | at least 15 calendar days before the exam | MDLPA announcement; for the list, art. 16 para. (11) and art. 22 para. (3) | | The exam | 9 January 2027, Bucharest | MDLPA announcement | | Deadlines extended by Ord. 1.209/2026 | until 10 January 2027 | art. 1-2 of Ord. 1.209/2026 |
The 28-day window for uploading the file comes from a derogation: the regulation normally provides 21 calendar days from the announcement (art. 16 para. (2)). Ord. 1.209/2026 (Official Gazette no. 850/9 October 2026) derogates for the first session announced after its entry into force: the portal opens within at most 14 calendar days of the announcement, and the upload takes 28 calendar days from opening (art. 3).
How do you register?
The application and the file are submitted exclusively through the MDLPA electronic registration portal, atestari.mdlpa.ro, indicated in the MDLPA announcement (art. 14, art. 15 and art. 20). Applications sent through other channels or after the deadline are not examined and are considered rejected (art. 16 para. (14)); they can be examined only in a later session (para. (15)).
The file for Romanian citizens (art. 14) comprises the identity document, the medical certificate, the criminal record certificate, the engineer's, architect's or urbanist's diploma with the academic transcript, a curriculum vitae in the European model, the certificates proving experience and the certificate of completion of the specialist course, together with proof that the practical project was endorsed by the course organiser (in place of the course, where applicable, a master's or doctoral diploma, art. 11 para. (4)). Note: until 10 January 2027, the diploma is assessed under art. 11 of the 2010 regulation, which refers to engineer's or architect's diplomas; with an urbanist's diploma, check eligibility with MDLPA before submitting. The minimum experience is 5 years for grade I and 3 years for grade II (art. 13 para. (2)). Citizens of other member states have their own file, with a certificate of language competence in Romanian and authorised translations (art. 15).
After submission, the authority informs you within 5 working days of registration about missing or non-compliant documents. You upload the completions in the portal as well, within 5 working days of the request; if you do not upload them, the file is rejected (art. 16 para. (3)). The decision to admit or reject is communicated by the electronic mail indicated in the application, within at most 5 working days of the complete file (art. 16 para. (4)).
What training regime applies to this session?
Ord. 348/2026 provides that art. 10 (the diploma and the energy connotation) and art. 11 para. (3) (the date of the course) of the regulation enter into force later, and until then the provisions of art. 11 of the old regulation, approved by Ord. 2.237/2010, remain applicable (art. 2 para. (2)). Ord. 1.209/2026 extended this deadline until 10 January 2027. The exam takes place on 9 January, so, for this session, the general training (the diploma and the energy connotation) is checked under art. 11 of the 2010 regulation. The specific training (the course of at least 80 hours, with a practical project) is checked under art. 11 para. (1), (2) and (4) and art. 12 of the new regulation, already in force: art. 12 of the old regulation was repealed by art. 7 of Ord. 348/2026. Only the condition on the date of the course (art. 11 para. (3)) does not apply. The remaining conditions of the new regulation, including legal capacity, the medical certificate, the criminal record and experience (art. 13), are also in force.
Candidates whose files were registered up to the entry into force of Ord. 348/2026 (14 April 2026) are treated separately (art. 3-4 of the order), and the session page attaches the list of eligible candidates in this category. If you are in this situation, check the list on the MDLPA website before submitting a new file.
What does the test look like?
The examination takes place in a single stage, in Romanian, through a written test: a form with 20 multiple-choice questions, each worth one point. The time allowed is 120 minutes, and passing requires at least 15 points (art. 24 para. (1)). The forms are distinct for each professional grade (art. 19 para. (1) letter b)).
A few practical rules from art. 24:
- access to the room is on the basis of the identity document, and after the start time entry is no longer allowed (para. (3)-(4));
- the sheet is completed with a pen or fountain pen with permanent blue ink, correct answers are marked with an "X", and sheets with erasures or corrections that may lead to erroneous interpretations are not accepted, nor are sheets with questions for which no answer has been ticked: mark one answer to every question (para. (2));
- it is forbidden to hold sources of information or means of communication of any kind (para. (5));
- an attempt at fraud leads to elimination from the exam (para. (6)).
Questions may have one correct answer or two, and the score is indivisible: it is awarded only if you ticked exactly the correct option or options (art. 19 para. (3)-(4)). A partial answer does not earn half a point. The results are displayed within at most 15 working days of the exam (art. 25), and candidates who did not pass may contest the score, in the portal, within 5 working days counted from the working day following the display, until 24:00 (art. 27).
What follows after attestation?
The attestation certificate is issued within at most 60 working days of the publication of the final results. The holder also purchases the individual stamp (art. 26). If you obtain a qualified electronic signature, you notify the ministry within 5 days of issue (art. 26 para. (3)). The right to practise is granted for 5 years (art. 30 para. (3)), and the activity is kept in the record register, following the model in annex no. 6 (art. 35), required to be "completed up to date" (our translation) when the right to practise is extended (art. 31 para. (2) letter c)).
Since the entry into force of the Code of Spatial Planning, Urbanism and Construction (Law no. 169/2026, published in the Official Gazette no. 661/10 August 2026, in force 15 days after publication, art. 575 para. (1)), art. 556 para. (2) requires professional civil liability insurance from attested specialists, a category that includes energy auditors (art. 382 para. (1)). The details are in the guide on RCP insurance for energy auditors.
Points to watch
- The 20 November deadline, 23:59, is the last one in the announcement. The documents you obtain from third parties, the medical certificate and the criminal record, must be within their validity period at submission (art. 8 and art. 9), so schedule them in good time.
- The specialist course must have at least 80 hours and end with a practical project corresponding to the targeted grade (art. 11 para. (1)).
- The chosen grade limits competences. Grade II does not allow an energy audit, an nZEB report or a CPE for non-residential buildings (art. 6 para. (2)).
- The exact day from which the new regime applies after the extension, 10 or 11 January 2027, is not clear from the wording "until 10 January 2027" (our translation). For the exam of 9 January the question does not arise.
- The dates may change. The location and the time slot have not yet been published; they appear on the session page.
How a calculation program helps
Art. 12 para. (3) letter b) requires that the practical project in the specialist course be carried out "without the exclusive use of the commercial programs for calculating the energy performance of buildings available on the market" (our translation). The requirement concerns the course project, not the exam or the work of the attested auditor, and the text does not forbid programs, but requires that they not be the only method used. A calculation program can check the results obtained by your own means, for example the balance for an apartment or a house, after you have gone through the Mc 001-2022 methodology. Zephren has no official validation from MDLPA and replaces neither the training in the course nor the responsibility of the attested auditor. You can try the workflow on a case of your own in the Zephren calculation program.
