SR 1907 (design heat demand): withdrawn in 2025 — what to use now and where it still appears

Anyone searching for "SR 1907" usually wants one simple answer: is the standard still in force? The short answer is that it is not. This guide explains what was withdrawn and how, what the regulations now point to for the heat load, and where the reference to SR 1907 nevertheless remains in texts that still apply. It does not reproduce content from the standards, which are ASRO publications.

Is SR 1907 still in force?

No. Both parts were withdrawn:

  • SR 1907-1:2014, "Instalații de încălzire. Necesarul de căldură de calcul. Metodă de calcul" (Heating installations. Design heat demand. Calculation method);
  • SR 1907-2:2014, "Instalații de încălzire. Necesarul de căldură de calcul. Temperaturi interioare convenționale de calcul" (Heating installations. Design heat demand. Conventional indoor design temperatures).

The source is the ASRO Standardization Bulletin no. 02/2025, section "Standarde anulate" (Withdrawn standards). The bulletin's legend states that the standards in this section "were withdrawn in January 2025, either by replacement or by a withdrawal decision" (our translation). We could not confirm the exact day of withdrawal from the sources consulted, so we do not give one.

Was SR 1907 replaced by another standard?

Not officially, as far as the bulletin shows. For other standards on the same list, the bulletin has a "Înlocuit prin" (Replaced by) row. For SR 1907-1 and SR 1907-2 that row does not appear. Since the legend specifies that "for standards withdrawn by replacement, the replacing standards are also given" (our translation), their withdrawal was made by a withdrawal decision, with no replacement entered by ASRO. That is why we cannot write that SR EN 12831-1 "replaced" SR 1907. We can only write that the installation regulations point to SR EN 12831-1 for the heat load (next section).

What do the regulations point to for the heat load?

Normative I 13-2015, as amended by Order MDLPA no. 170/2023 (published in the Official Gazette, Part I, no. 120 of 13.02.2023), provides in art. 4.1 para. (1): "The nominal heating load of a space (room) is calculated according to SR EN 12831-1" (our translation). The same standard appears at position 2 of Annex 2, "Standarde obligatorii" (Mandatory standards).

Romania also has a national annex for this standard, SR EN 12831-1:2017/NA:2022, approved in December 2022 (ASRO Standardization Bulletin no. 01/2023). In short, for calculating the heat load of a room the current reference is to SR EN 12831-1 (together with the national annex, as the note in Annex 2 of I 13 requires), not to SR 1907. A separate guide covers the method: SR EN 12831-1 and the design heat load.

Where does SR 1907 still appear after the withdrawal?

In the consolidated form of I 13-2015, art. 10.40 still refers to "SR 1907/2". The context is the measurement of indoor temperatures with globe thermometers, during tests. It is a reference left in the text of the regulation after the withdrawal of the standard it refers to. We state it as a fact, without legal interpretation: how to proceed in a specific test, in the absence of the standard, is a question for the beneficiary of the works and for the verifier.

We have not checked whether other parts of C 107 still refer to SR 1907, and for I 13, on 21 October 2026, legislatie.just.ro lists a single consolidated form, the one of 15.03.2023. If you work with a text that cites SR 1907, check the form in force of that text, not only the standard.

Is the energy certification methodology based on SR 1907?

No. Mc 001-2022 does not mention SR 1907: a search for "1907" in the text of the methodology returns nothing. For winter climate zoning, the methodology has its own map: Figure 2.1, "Harta de zonare climatică în România pentru perioada de iarnă" (Climate zoning map of Romania for the winter period), presented in chapter 2 (point 2.1.1) as the map of the winter climate zones for thermotechnical calculations. More about the structure of the document is in the guide to the structure of Mc 001-2022.

Annex D of C 107-2005 was repealed by art. 3 para. (1) of Order MDLPA no. 16/2023. Anyone who still cites the C 107 zoning in documentation therefore relies on a repealed source; Mc 001-2022 presents in point 2.1.1 the map of winter climate zones "for thermotechnical calculations during the cold season" (our translation; Figure 2.1).

Points to watch

  • SR 1907 is cited as "in force" in technical memoranda, specifications or audit reports. The standard has been withdrawn since January 2025.
  • It is written that SR EN 12831-1 "replaces" SR 1907. The ASRO bulletin indicates no replacement; the correct wording is that I 13 points to SR EN 12831-1 for the heat load.
  • The C 107 Annex D zoning is used for the winter climate zone. The annex was repealed; Mc 001-2022 has its own map (Figure 2.1).
  • The national annex is ignored — SR EN 12831-1:2017/NA:2022 — when the European standard is applied.
  • It is assumed that the reference in I 13 art. 10.40 has been updated. In the consolidated form consulted, it still appears.

How a calculation program helps

A calculation program keeps the climate zone, the design temperatures and the results for each building in one place, and the documents are completed from the same data. Zephren has no official validation from MDLPA and does not replace the normative check performed by the designer, auditor or verifier. You can try the workflow on a case of your own in the Zephren calculation program, with the free trial.
